Response to Revision of the Energy Performance of Buildings Directive 2010/31/EU

Šance pro budovy (ŠPB) vítá důraz, který Komise klade na sektor budov a jeho dekarbonizaci a pozitivně hodnotí snahy Komise směřovat do této oblasti finanční prostředky. ŠPB obecně vítá nastavený směr v oblasti nové výstavby „bezemisních budov“ a souhlasí s principem kompenzování spotřeby energie její výrobou z obnovitelných zdrojů, ale zároveň upozorňuje na nejasnou metodiku a domnívá se, že nastavení parametrů by mělo zůstat na členských státech. ŠPB zároveň věří, že programy podpory motivující vlastníky budov k jejich komplexní renovaci jsou správným nástrojem, jak renovace rozhýbat. Šance pro budovy zásadně nesouhlasí s navrženým přeškálováním průkazů energetické náročnosti, tlakem na změnu národních metodik výpočtu energetické náročnosti a sjednocením standardu pro novostavby a renovace. V přiloženém souboru tyto připomínky vysvětlujeme po jednotlivých článcích návrhu směrnice a v některých případech navrhujeme možné řešení.

Response to Climate change mitigation and adaptation taxonomy

The Chance for Buildings welcomes the EU’s efforts to prepare EU wide methodology for sustainable investments. However, we still see some problematic spots concerning comparability among MS especially when the usage of taxonomy in the sector of buildings is linked to nationally defined NZEB which differs substantially among MS. Concerning EU effort to be carbon neutral in 2050 and all policies towards this direction like Renovation Wave, we consider the “-30 % in PED or major renovation threshold” for taxonomy-aligned renovations as insufficient.
