Response to Amendment of Regulation (EU) No 282/2008 on the recycling of plastic materials to be used as food contact materials

Chemical Recycling Europe represents its members involved with chemical recycling technologies and the European chemical recycling industry. We welcome the European Commission’s plan to update food-contact plastic regulations to account for innovative technologies and the opportunity to provide our response. We have identified some areas that represent challenges for the chemical recycling industry and its technology developers that we will further develop in the below response: - Lack of clarity on the inclusion of technologies under this regulation - Limitations on plastic waste origins - Disregard for the purification process brought by chemical recycling technologies - Long and burdensome administrative process The attached document provides more detail to our response. Response to Review of the requirements for packaging and feasibility of measures to prevent packaging waste

Chemical recycling is one of the key solutions contributing to the circular economy of plastics. In addition to increasing the recycling rates of some plastics currently not being recycled, it is creating recycled content of virgin-quality which will be essential to fulfil the strong demand incentivized by the EU Plastic tax, the Circular Economy Action Plan or the EU Green Deal. This move toward a circular economy will reduce oil extraction necessary for the creation of virgin plastic, and reduce GHG in line with the Paris Agreement. Chemical Recycling Europe represents the chemical recycling technologies necessary to enable the conversion of plastic waste into new chemical substances and/or products, supporting the circular economy for plastics and complementing traditional mechanical recycling. We strongly support the Commission’s initiative to prevent packaging waste, promote recycling, and increase and incentivize the use of recycled content and its quality. We would suggest the Commission to work along side the industry and platform such as the Circular Plastic Alliance (CPA) as its works overlap with the current goals and work necessary for this initiative. Please find in our attached paper Chemical Recycling Europe's feedback based on 3 key points: 1) Design for recyclability should create a level playing field for recycling technologies and materials choice; 2) Harmonization in recyclability and collection will be key to support the recycling industry; 3) Develop policy and methodologies for recycled content to ensure the good functioning of the internal market.
