Response to Evaluation of the National Emission reduction Commitments Directive

The Clean Air Fund (CAF) is a global philanthropic organization committed to addressing the urgent issue of air pollution and its detrimental impact on public health, climate change, and sustainable development. We are pleased to respond to this initial consultation on the efficiency and effectiveness of the National Emissions Reduction Commitments Directive (NECD). This legislation, which aims to cut EU-wide emissions of five pollutants (Particulate Matter 2.5 (PM2.5), Nitrogen Oxides (NOx), Sulphur Dioxide (SO2), Ammonia (NH3) and non-methane volatile organic compounds (NMVOCs)) is critical to help improve the health and well-being of Europes citizens, as well as the environment. In 2016, the European Commission calculated that when fully implemented, the existing NECD would reduce the negative health impacts of air pollution, such as respiratory diseases and premature death, by almost 50% by 2030 . Today, however, air pollution is responsible for 300,000 premature deaths in Europe and billions of Euros in health costs. The impacts on health are unacceptably high requiring urgent policy action. For this initial contribution, the Clean Air Fund would like to highlight the importance of further integrating Black Carbon into the scope of this Directive and setting specific, binding reduction targets for this super pollutant. As part of our ongoing work, Clean Air Fund is delivering a programme of work to highlight the importance of fast mitigation of black carbon emissions. This work will include funding research to reduce scientific uncertainties, message testing to demystify the science behind black carbon, as well as supporting implementation of black carbon solutions. Clean Air Fund recognises that strengthening many aspects of the Directive, beyond addressing BC, is critical to helping Europe breathe clean air. To this end, we would like to draw the Commissions attention to important submissions from several Clean Air Fund partners to this consultation, including the Health and Environment Alliance (HEAL), the European Respiratory Society (ERS) and the European Environmental Bureau (EEB). Clean Air Fund will comment more fully on the Directive and future perspectives during the Commissions public consultation in Q3 2024. Response to European Sustainability Reporting Standards

The Clean Air Fund (CAF) is a global philanthropic organization committed to addressing the urgent issue of air pollution and its detrimental impact on public health, climate change, and sustainable development. Air pollution is a pressing issue across Europe, impacting the health and well-being of its citizens and the environment. The forthcoming ESRS on pollution (air) provides an opportunity to address this problem effectively. The ESRS should encompass comprehensive and mandatory reporting requirements to drive accountability and encourage companies to actively mitigate air pollution. Please find attached our feedback on the proposed ESRS 2 Pollution standard. Thank you for the opportunity to submit our comments.
