Response to Circular economy monitoring framework - Revision

The current monitoring framework gives a helpful snapshot view of various key trends for the circular economy. This is helpful to understand the rates of areas such as self-sufficiency of raw materials, recycling rates and re-introduction of recycled material into the ecosystem. We suggest building upon this set of indicators to include a wider array of monitoring functions to understand the circular economy more broadly, as well as supporting the monitoring of the impact of newer circular economy policy initiatives. Response to Sustainable Products Initiative

The Corporate Leaders Group Europe, a leading cross-sectoral business voice convened across the EU in support of a climate neutral economy, welcomes the sustainable products initiative and the revision of the Ecodesign Directive, as we believe that the Commission should make its new sustainable product policy framework a priority legislative initiative and set ambitious environmental design parameters including on the carbon footprint and material efficiency of key industrial materials. CLG Europe recognises the need to have in place not only an ambitious sustainable product policy framework that better incentivises final products that are more circular, cleaner and more energy efficient during their ‘in-use' phase but also a framework that better incentivises the production of base materials and the manufacturing of final products themselves in a cleaner and more energy and material efficient manner. The Commission should give particular attention to: Measures that can directly incentivise clean innovation such as the development of performance requirements for ultra-low carbon and circular materials/products; Performance-based public procurement standards in order to drive demand towards low embodied carbon products and materials (and which could also help influence procurement in the private sector.); and labelling requirements that better inform consumers about the life cycle emissions of the final products. The sustainable products initiative should give special attention to heavy industry – in particular steel, cement and chemicals – as the measures required to decarbonise heavy industry are essential for the broader effort to achieve a net-zero economy in Europe by 2050. The sustainable product initiative should also aim to contribute to a green economic recovery as European industry has been severely hit by the Covid-19 crisis and it requires deep process, product and business model transformations as Europe transitions to a net zero emission, resource-efficient economy. Further, a more circular economy is expected to have a positive impact on the overall economy and on labour markets. Response to A EU hydrogen strategy

CLG Europe welcomes the development of an EU strategy on hydrogen. The focus of the strategy should be on outlining an approach that supports the manufacturing, deployment and infrastructure needs associated with bringing only the cleanest forms of hydrogen to market and to consider this as part of a wider EU strategy to help decarbonise EU industry. Hydrogen has to be able to demonstrate that it can be a sustained and sustainable part of a net zero economy. The EU hydrogen strategy must also take account of the wide range of other measures that will support the decarbonisation of EU industry, in particular key levers such as: increasing efficiency of materials and energy use, and materials substitution for low embodied carbon options; capturing and permanently storing residual CO2 emissions and adopting circular economy approaches to recirculate inputs and using clean electricity from other renewable energy sources.
