Response to Savings and Investments Union

Permissionless base layer financial market infrastructure and tokenization offer a transformative opportunity for European capital markets. By leveraging decentralized technologies, the EU can enhance market efficiency, improve liquidity, and broaden access to capital, particularly for small and medium-sized enterprises (SMEs). Tokenized assets can streamline capital raising and trading, providing a more transparent, accessible, and cost-effective financial ecosystem. The integration of these technologies not only supports innovation but also strengthens the competitiveness of EU capital markets on a global scale. We support the development of a permanent policy framework that balances innovation with prudent regulation, fostering the growth of DLT-based capital markets. We urge the European Commission to take proactive steps in modernizing regulatory structures, such as updating the EU capital markets rulebook beyond reviewing the DLT Pilot Regime and reevaluating the prudential treatment of digital assets. By embracing these changes, the EU can position itself as a global leader in digital asset markets, contributing to a more inclusive and resilient financial system.
