Le Comité de Liaison Entrepreneuriat-Agriculture-Développement (COLEAD) est une association interprofessionnelle du secteur privé à but non lucratif créée en 1973 par des acteurs du commerce international des fruits et légumes dont l'objet est de faciliter et de mettre en œuvre toutes les actions permettant, directement et/ou indirectement, d’accroitre la contribution des filières agricoles, et horticoles en particulier, à l’atteinte des Objectifs de Développement Durable (ODD).

Response to Protection of animals during transport

The Committee Linking Entrepreneurship-Agriculture-Development (COLEAD) thanks the European Commission for the opportunity to contribute to this consultation process. The purpose of the Association is to facilitate and implement all actions that, directly and/or indirectly, increase the contribution of the agricultural sector, and horticulture in particular, to the achievement of the Sustainable Development Goals (SDGs). In practice, COLEAD designs and manages development programmes active in the agriculture and food sector and funded by donors, amongst which the European Union and the Organisation of African, Caribbean and Pacific States. Their overall objective is to contribute to poverty reduction and improved food security and nutrition, by supporting the building of a fairer, safer and sustainable agri-food sector in low and middle income countries. FEEDBACK FROM COLEAD ON THE ADOPTION OF THE REGULATION COLEAD acknowledges this proposal and notes that for both imports and exports of live animals, if the proposal is adopted, non-EU countries will be required to put in place a system that is able to comply with the new rules. COLEAD would like to remind to the co-legislator of the EU commitment to ensure policy coherence for development (reaffirmed most recently in the EP resolution of March 2023). When the Council and the European Parliament examine and amend the proposal, it will be important to carefully consider the practical implementation of the various components of the proposal (means of transport and equipment, time limit for journeys, temperatures, space allowance, quarantine period and place, traceability, official controls) in the context of low- and middle-income countries, and the potential implications for both public and private sector stakeholders. Based on an analysis of these impacts, the need for accompanying measures may be foreseen in some countries to avoid any potential disruption to trade.
