Response to European Affordable Housing Plan

Feedback to the European affordable Housing Plan from behalf of Commoning Spaces Network e.V. https://commoning.space/ - European Community led House Network The two traditional models of housing, home ownership and renting, are linked to two market mechanisms. Many properties are eventually sold at the highest possible price, and rents are often set by investors as high as the market will allow. In both cases, real estate owners make profits that have to be paid by residents. Both market mechanisms with their profits are the primary drivers of the sharp rise in housing costs. In 1983, Mietshäuser Syndikat developed a model for joint ownership of real estate exclusively by the residents, so that the decision-making power over the house remains with the resident groups, which have the higest interest in low housing costs. They combined this with a right of veto against sale through their national network. This community led housing model breaks through the two market mechanisms that drive up housing costs. Community led housing has many positive effects, as it promotes a social neighbourhood life in which residents enjoy looking after each other and working together for positive goals and for society. Community led houses are independent, self-organized entities with voluntary commitment to their house, their network and often also to other activities. They are connected through their network, sharing knowledge, finances and joint projects in a spirit of solidarity. Established houses use their surplus to provide financial support for the development of emerging houses and offer knowledge transfer and advice on a voluntary basis. This leads to self-empowerment, more relaxed, healthier and more opportunity-rich living conditions, and thus to space, time and shared resources for positive, creative and joyful engagement in a social neighbourhood. For more than 25 years, the model of community led houses has been spreading throughout Europe. In more than 18 European Countries there are houses, networks and emerging groups. Our network facilitates the exchange of knowledge about permanently affordable, social, resilient and sustainable housing, organises European wide solidarity transfer and is committed to positive, open and democratic coexistence in our communities and in society. At the end of 2023, we began to consolidate our 25 years of European engagement in an organisation, the Commoining Spaces Network CSN, and to unite our voices in Europe. CSN is contributing to a permanent solution of the European Housing Crisis by international knowledge transfer, self-empowerment for self-organization and financial solidarity to emerging groups and houses on a horizontal volunteer basis.
