Submission from Community Land Trust Brussels and European Community Land Trust Network: The European Affordable Housing Plan (EAHP) has to prioritise comprehensive solutions which address both housing justice and climate justice at once. Low and middle-income households in Europe are facing a housing crisis as more than 10.6% of those living in cities struggle with excessive housing costs, while over 1.2 million people are homeless. Speculative real estate dynamics have been shown to play a significant role in increasing unaffordability. In addition, 75% of the EUs building stock is energy inefficient, contributing to rising energy poverty hitting vulnerable homeowners the hardest, as they predominantly live in old and poorly insulated homes. Europeans are facing two interlinked and urgent challenges simultaneously, the housing crisis, marked by a growing shortage of affordable, decent and secure homes as well as the climate crisis, demanding drastic reduction in energy consumption, carbon emissions and greater climate resilient homes. Unless underpinned with adequate social safeguards, policies addressing the green transition can exacerbate issues linked to housing insecurity, which can lead to renovictions evictions due to renovation needs. To overcome the split incentives that hinder investments, hybrid ownership housing models such as the Community Land Trusts and Organismes de Foncier Solidaire can provide actionable solutions alongside other forms of public and social housing. CLTs address this challenge by decoupling land ownership from property ownership, delivering homes at 30-50% below market rates while safeguarding affordability from speculation across generations. The CLT/OFS model can also be a very powerful tool to support energy renovations for low-income households while safeguarding housing affordability by combining decarbonisation and decommodification, as tested and proven by the Upcycling Trust model.
