ConcertES

L'association a pour mission de représenter, défendre, promouvoir et réaliser des recherches sur l’économie sociale dans le respect de la définition suivante: Par Economie sociale, on entend les activités économiques productrices de biens ou de services, exercées par des sociétés, principalement coopératives et/ou à finalité sociale, des associations, des mutuelles ou des fondations, dont l’éthique se traduit par les principes suivants: 1° finalité de service à la collectivité ou aux membres, plutôt que finalité de profit 2° autonomie de gestion 3° gestion démocratique et participative 4° primauté des personnes et du travail sur le capital dans la répartition des revenus. A cette fin, l'association coordonne la concertation des acteurs de l'économie sociale, les représente, mène des actions de visibilisation et de promotion, réalise des études, des analyses et participe à des actions de recherches sur l'écosystème de l'économie sociale (principes, modèles, valeurs,...).

Response to Mid-Term Review: Social Economy Action Plan

ConcertES, created in 2008, is the representative organisation of Social Economy in French-speaking Belgium. It unites 25 members (federations, networks,) active in a wide range of sectors (energy, reuse, circular economy, sustainable food, housing, culture, work integration, short supply chains, adapted work companies, cooperative bank, alternative finance, mutual, health, care,). ConcertES, as a member of Social Economy Europe (SEE), has actively contributed to the mid-term review of the Social Economy Action Plan led by SEE, a position that our organisation fully supports and endorses. ConcertES would like to underline the need to place the social economy at the heart of EU policies as social economy, due to its values, its diversity, offers transversal solutions that are beneficial for all the EU citizens and respectful of the planet boundaries. The launch of the SEAP kicked off an international momentum for the social economy: the resolution on decent work of the ILO (June 2022), the recommendation on social economy and social innovation of the OECD (June 2022) and the first ever United Nations resolution promoting the social and solidarity economy for sustainable development (April 2023). The Council recommendation of November 2023, one of the main results of the SEAP so far, was another major recognition of the importance of the social economy encouraging the 27 Member States to promote enabling environments for the social economy through national strategies, legal frameworks and access to finance and markets. In todays rapidly changing and disruptive world, the social economy is more essential than ever. The 63 actions outlined in the SEAP must be fully implemented by 2030. To ensure that its ambitions translate into tangible results, adequate resources financial, organisational, legal, as well as in terms of capacity building, data, and visibility must be fully mobilised. However, 2030 should not be the end line. ConcertES encourages the EU Commission to include in its own mid-term review of the SEAP a development plan to design the next SEAP 2030-2040, in close cooperation with the social economy actors.
