Response to Circular Economy Act

On behalf of the Spanish Confederation of Mineral Raw Materials Industries (PRIMIGEA), we are pleased to submit this Position Paper on the forthcoming Circular Economy Act (CEA). PRIMIGEA represents the extractive and primary materials industries of Spain, encompassing the production and transformation of essential mineral resources that underpin Europes industrial, energy and construction value chains. As an active participant in the European debate on industrial sustainability, PRIMIGEA fully supports the objectives of the European Green Deal and the transition towards a more circular and resource-efficient economy. Through this contribution, we seek to highlight the specific role that the raw materials sector can and must play in achieving the goals of the CEA. The document outlines PRIMIGEAs vision for a coherent, harmonised and enabling framework that strengthens Europes competitiveness and strategic autonomy while ensuring environmental responsibility and legal certainty for businesses. We trust that the analysis and recommendations contained in this paper will assist the European Commission in shaping a Circular Economy Act that is both ambitious and implementable, delivering real progress towards a sustainable, innovative and resilient European economy.

Response to Commission Implementing Act establishing a Strategic Project application template under the Critical Raw Materials Act

PRIMIGEA, the confederation representing the interests of the Spanish mineral raw materials sector, submits its observations on the Commission Implementing Regulation establishing a single application template for the recognition of Strategic Projects under Regulation (EU) 2024/1252. In line with its commitment to supporting strategic projects in the field of critical and strategic raw materials, PRIMIGEA welcomes the Commissions initiative to harmonise the application format. However, it proposes a series of clarifications and improvements aimed at strengthening transparency, legal certainty and procedural efficiency, while also promoting sustainability and competitiveness, in coherence with other EU policies. The comments set out below seek to optimise the content and usefulness of the template for both applicants and authorities, contributing to the EUs objectives of supply security, competitiveness, and sustainability in the field of critical raw materials
