Response to A New European Innovation Agenda

For France Universités (www.franceuniversites.fr), French rectors' conference, innovation shall be supported through 4 main measures. 1. Strengthening innovation ecosystems. The DG R&I of the European commission, has launched a call for proposals for two ERA Hubs pilot projects with a double objective: strengthening the links between the socio-economic stakeholders of a territory with the possibility of entrusting the role of driver to the university and on the other hand developing links between ecosystems. - European universities or other types of consortia that have worked on the relevance of ecosystems by providing a method and relying on what already exists can provide a methodology and be a source for proposals; - France Universités (ex-CPU) had draft a position paper on “territorial connections” and strongly supports the ERA HUBS initiative launched by the Committee of the Regions and DG R&I. A substantial budget is needed in order to to fund a sufficient number of ERA Hubs and achieve the structuring effects. 2. Fighting against fragmentation There are many European and national policies and instruments in favor of innovation. Alongside territorial ecosystems, industrial ecosystems, supported in particular by industrial alliances (e. g. pôles de compétitivité) have been set up. However, in accordance with the square of knowledge model, the links between these different ecosystems must be strengthened (universities can/must meet the skills needs of industries via mapping, relevance of transnational stakeholders, in particular industries, in territorial ecosystems and in alliances to strengthen innovation in the territories, promote research/innovation and innovation/training links). This problem also exists at the level of the instruments: EIT KICs, ERA Hubs, etc. - Based on maps of thematic stakeholders (industrial partnerships), it would be useful create bridges between these instruments and between these ecosystems, and fluidify the connections between training, research and innovation; - Encompassing the various sectorial logics and meeting the strategic needs of European sovereignty are the main issues at stake here. 3. Supporting the development of skills in connection with territorial, national and European policies Skills development, including cross-cutting ones (i.e. digital and environmental), is a way to meet tomorrow’s challenges, and can also help meet the needs of socio-economic actors in the territories concerned. In this sense, microcredits are a means of pragmatically responding to these challenges and those of lifelong learning. - The objective is also to further structure cooperation between innovation and education stakeholders sector by sector, with a view to setting up innovation chains in the EU, in order to meet the needs for tomorrow’s jobs skills, be they cross-functional or sectoral. 4. Strengthening the links between national and European programs Member States have put in place national initiatives to respond to strategic challenges, e.g. PEPRs on hydrogen… - the European Commission should facilitate incentives to strengthen bridges between national and European projects, industrial alliances if they are made up of various European industries could be the facilitating instrument.
