Response to Critical Medicines Act

The Consorci de Salut i Social de Catalunya (CSC) welcomes the opportunity to provide input to the Call for Evidence on the proposed Critical Medicines Act. As a central purchasing body for hospitals and other non-profit entities in our region, the CSC plays a key role in ensuring the continuous supply of medicines to healthcare institutions. Our experience demonstrates that public procurement is vital to securing a stable supply of medicines for hospitals. Beyond simply purchasing products, the procurement process can be leveraged strategically to address frequent market challenges, including interruptions in supply. The CSC recognizes the central role of medicine supply in sustaining healthcare systems. By prioritizing reliable procurement practices, we not only support the financial sustainability of healthcare but also promote environmental stewardship, in line with our commitment to safeguard citizens health and the planets well-being. Hospitals in our network and the broader healthcare management community have significant experience in managing supply disruptions. These shortages, which have both clinical and logistical dimensions, affect patient outcomes, strain public health resources, and impose additional costs on healthcare systems. Addressing them effectively requires well-designed procurement strategies and close collaboration among clinical, logistical, and administrative teams. The CSC has developed expertise in applying strategic public procurement approaches that help mitigate drug shortages. We believe it is essential to strengthen and disseminate these approaches through legislative support at both national and European levels Drug shortages and related challenges call for multidisciplinary solutions that account for the diverse environments in which healthcare is delivered. Local realitiessuch as a hospitals size, patient population, or clinical specialtiesshould inform procurement and supply strategies to ensure effectiveness and adaptability. CSC strongly supports initiatives that enhance the resilience of critical medicines supply and broaden the use of strategic, sustainability-oriented public procurement methods. We believe that a robust legislative framework, supported by collaborative efforts among all stakeholders, will help ensure that patients benefit from a stable, cost-effective, and environmentally responsible supply of essential medications.
