Response to General revision of the General Block Exemption Regulation

The italian national consorzium Idee in Rete (IIR), as member of ENSIE, the Work Integration Social Enterprises represented, and some partners welcomes the opportunity to comment and provide feedback to the General Block Exemption Regulation (EU) 651/2014 (GBER) which exempts specific categories of State aid from the requirement of prior notification and Commission approval if they fulfil certain compatibility conditions. As the European Network of Work Integration Social Enterprises (WISEs) ENSIE represents enterprises that combine economic activity with social impact, creating employment opportunities for vulnerable individuals. In particular, WISEs have been recognized explicitly in the COUNCIL RECOMMENDATION of 27 November 2023 on developing social economy framework conditions as a type of social enterprise that focuses on helping those groups of people integrate in society and in work by providing jobs at various skills levels with inclusive and flexible working conditions. These enterprises, which are most often small and medium enterprises, can benefit from specific articles of the regulation. ENSIE, its members and the Work Integration Social Enterprises refer to the Communication The Clean Industrial Deal (2025), the Action Plan for the Social Economy (2021), the Communication 'Union of Skills' (2025) and the European Commission study Study on State aid for access to finance for social enterprises and for the recruitment of disadvantaged workers in the form of wage subsidies to call for changes in the regulation, in specific: -art.2 Definitions (reflected also in art. 32 and 35), -art.31 Training aid, -art.32 Aid for the recruitment of disadvantaged workers in the form of wage subsidies, art. 47 Investment aid for resource efficiency and for supporting the transition towards a circular economy and the introduction of a clear definition of Social Economy.
