Response to Circular Economy Act

The Critical Raw Materials Alliance welcomes the objectives of the forthcoming Circular Economy Act (CEA) and its ambition to move away from the traditional one-way model of resource extraction, production, and disposal toward a genuinely circular economy. This initiative has the potential not only to drive sustainability but also to reinforce the Single Market and strengthen Europes resilience. However, for the CEA to be effective, it must be grounded in the realities of critical raw material (CRM) markets and supply chains. CRMs form the backbone of key industrial ecosystemsfrom clean energy and mobility to digital technologies and defence. The Critical Raw Materials Alliance highlights several key areas where targeted improvements are essential to accelerate the transition to a more circular and resilient economy: - Maximise recycling, while ensuring secure primary supply; - Recognise tailings and by-products as valuable sources; - Ground measures in economic reality; - Address green premium challenges; - Ensure policy coherence; - Upgrade infrastructure and logistics; - Expand R&D, innovation, and funding support; - Reject a one-size-fits-all approach; - Modernize and harmonize waste legislation.
