The Danish Horticultural association agree that it should be feasible to stop import due to a high risk for the EU plant health.
On the other hand there are a big trade in the ornamental sector with third countries, to the benefit for both EU producers and to the third countries.
This function very well today with only few plant health problems.
The new list of high risk plants will have significant impact for the ornamental sector due to some of the proposals on the list.
The proposed list of high risk genus by the Commission on the 11th of July 2018, include Ficus(a plant family with 850 species!), Cycas, Ligustrum, Jonicera, Jasmin and Acer(also a big family). It is genus which include many species where there is an important import from third countries. They should to our opinion be removed from the list!
It will not be feasible to make PRA(pest risk assessment) for all these species in due time. Who shall make these and pay for these PRA´s? And what will happen during til processing time for the PRA?
Putting plants on this high risk list should be justified with a prober technical argument and it should be supplied by a socioeconomic report.
If there are some problem with specific species from specific third countries, within this group of plants, they can then be placed on the list.
It is hopefully not the case, but putting these plants on the list, look more like a technical trade barrier from EU which is not a wise signal in these times.
