Executive summary 1. The animal health and food safety diagnostic sector are strategic contributors to the EU Animal Health, Animal Welfare and Food policies and are committed to reducing harm to people, animals and our environment through diagnostic products and services. The Veterinary and Food Safety Diagnostics sector supports efforts to protect human health and the environment and the goals of the European Chemical Strategy for Sustainability (CSS). 2. The animal health and food safety diagnostic sector are highly integrated into the broader life sciences sector, sharing technological platforms and complex value chains. 3. The veterinary diagnostics face long development/validation/marketing approval cycles: their regulatory framework is not harmonized at EU level, marketing approval procedures must be repeated in all member state where applicable. 4. Unlike human IVDs, veterinary IVDs do not benefit from sector specific derogatory measures under other applicable legislations such as General Product Safety, Ecodesign and Sustainability, REACH, CLP, BPR, ABP and face multiple and competing requirement layers. 5. The Animal Health and Food Safety diagnostic sector is already engaged in costly and complex compliance efforts under the current chemical legislation framework. Significant new burdens or new uncertainties would have detrimental effects on diagnostics availability and research and innovation in the EU. 6. Reduction of the regulatory/compliance complexity and harmonization of rules for veterinary IVDs across the EU will improve EU manufacturers competitivity and provide visibility and recognition of EU standards internationally.
