Response to Digital package – digital omnibus

The following position paper highlights the legislative and interpretative needs specifically related to digital health and AI regulation. The document reflects the perspectives of Finnish health sector representatives, who maintain close collaboration with innovation-driven enterprises and public organizations. The goal is to ensure that EU-level simplification efforts strengthen Europes capacity to commercialize research, accelerate safe AI adoption, and foster competitiveness without compromising patient safety or data protection. The paper provides concrete recommendations for both legislative amendments (e.g., AI Act, MDR, IVDR, GDPR) and interpretative clarifications needed to improve regulatory coherence, reduce duplication, and enable innovation-friendly implementation across Member States. DigiFinland is a state-owned, non-profit special-purpose company jointly owned by the Government of Finland and the wellbeing services counties. DigiFinland acts as a strategic coordinator and collaboration platform between the state, wellbeing services counties, the City of Helsinki, and HUS.
