Response to Amendment of the EU ETS Monitoring and Reporting Regulation (MRR)

When considering global greenhouse gas emissions the Intergovernmental Panel for Climate Change (IPCC) highlights the pressing need for change. Their recent report cited both the need for “rapid and far reaching transitions” and for a global net anthropogenic CO2 emission reduction of about 45% from 2010 levels by 2030, in order to limit global warming to 1.5°C below pre-industrial levels. To achieve the emissions reductions required, a significant reduction in the quantity of CO2 released to the atmosphere will be needed, and will require the deployment of Negative emissions Technologies (NETs) at scale to meet targets agreed under the Paris Climate Accords. Under the current legislative regime there is no mechanism for rewarding captured emissions by NETs such as bioenergy with carbon capture and storage (BECCS), thus failing to drive a technology neutral approach to the deployment of NETs as a whole. Since the deployment of NETs will be vital for offsetting those sectors which are difficult or impossible to decarbonise fully such as industrial or agricultural emissions, we believe it would be prudent for the commission to consider amending the legislation to reward NETs. This would encourage investment and would support the global drive to reduce emissions at the least overall cost.
