Response to Export and import of hazardous chemicals

As a development organisation committed to global justice and with a focus on the rights of children, DKA Austria, the development agency of the Catholic Childrens Movement in Austria, strongly urges the European Commission to fully align EU rules on the export and import of hazardous chemicals with its own health and environmental standards. It is unacceptable that pesticides banned within the EU because they are considered too dangerous due to their links to cancer, reproductive harm, developmental damage of children, and environmental contamination can still be manufactured and exported to countries outside the Union. These double standards constitute a grave violation of human rights. What is too dangerous for people in Europe is too dangerous for people anywhere. Our partner organisations in Latin America, Africa, and Asia report regularly on the devastating effects of highly hazardous pesticides in their communities, including illness among farm workers, damaged ecosystems, and also severe health impacts on children. Children are especially vulnerable to toxic exposure, as their bodies are more sensitive, and the consequences for their development are more severe and long-lasting. We are deeply concerned about the continued export of such substances and join our partners in demanding an immediate end to this harmful practice. Merely requiring prior informed consent from importing countries is not enough to ensure the protection of people and ecosystems. We therefore call on the European Commission to ensure that any pesticide banned in the EU for health or environmental reasons is automatically listed in Annex V of Regulation (EU) 649/2012, prohibiting its export altogether under Article 15.2. and to show true global leadership by eliminating these harmful double standards and taking a firm stand for human rights, child protection, environmental justice, and public health not only within EU borders, but everywhere.
