Response to Specifications for the provision of cooperative intelligent transport systems (C-ITS)

In my opinion this is a solid act that will facilitatie expediting C-ITS implementation as a market enabler based on open standards, creating a level playing field without vendor lock-in and is a step towards more road safety and next level traffic management in Europe.
A couple of remarks;
For DSRC the Delegated act makes a choice: ITS-G5. I support this choice because it is based on a mature and well tested technology that is based on open standards, commercially available to any party, and is available from multiple vendors. I do not believe that this choice will limit the introduction of new technologies; to the contrary, it will stimulate full-fledged deployment of C-ITS in Europe and will be the basis for further innovation. A radio spectrum cannot be used in a technological neutral way however, standardisation is key to ensure interoperability and to avoid interference.
I expect that multiple communication technologies will be used for C-ITS in parallel, each with their strong and weak points. It is crucial that ITS-stations use the same (standardised) facility layer messages for all communication technologies, allowing receivers to recognise duplicates. An example of such a combination is the use of ITS-G5 and the mobile data network (4G) at the same time: hybrid ITS-stations.
Similarly, other new communication technologies, like 5G, could be used in ITS-stations. The only limitation I want to propose is that incompatible radio technologies should not share the same radio spectrum, avoiding interference.
I support the facility layer standardisation in the Delegated Act, and I am looking forward towards the standardisation of the application of these messages via the mobile data network.
