Response to Modification of rules on organic trade and simplification

In the context of the reopening of EU Regulation 2018/848, ECOCERT supports a limited revision of the basic act and targeted amendments in secondary legislation in a second step. After four years of application in Europe and one in third countries, it appears that the implementation of certain requirements reveals limits with significant consequences for both operators and control bodies. This has a direct impact on the development of organic farming both in the European Union and in third countries. Ecocert wants to share its experience in the field to contribute to a better understanding of the concrete consequences of the regulation and thus feed a constructive reflection with a view to its revision. Ecocert has identified 2 priority subjects that deserve particular attention in view of the impacts already observed on the ground : Groups of Operators and the notion of presence of unauthorised products or substances. In addition, we wish to contribute to exchanges on other themes, likely to provide useful input into the work on the evolution of the regulation such as the labelling of imported products under equivalence, equivalency agreements, cleaning & disinfection products, Annex I and catastrophic circumstances applicable to control bodies. Le Groupe ECOCERT est engagé dans la promotion de pratiques agricoles durables et dune juste rémunération des producteurs. Nous suivons de près lévolution des réglementations européennes visant à renforcer la transparence et léquité dans les relations commerciales agricoles. Nous saluons linitiative de la Commission visant à renforcer la position des agriculteurs dans la chaîne dapprovisionnement et à structurer lusage du terme « équitable ». Toutefois, certaines clarifications et améliorations sont nécessaires pour garantir un cadre efficace, cohérent et protecteur pour les producteurs comme pour les consommateurs.
