Response to Carbon capture utilisation and storage deployment

ECOLOG welcomes the European Commissions initiative on technologies that can play a significant role in decarbonising the EU economy by 2030, 2040 and 2050, respectively and the measures needed to optimise their potential, including in the deployment of EU-wide CO2 transport and storage infrastructures. It is vital to ensure the European Union and its Member States can achieve the Unions ambitious net-zero climate goals by 2050. Whilst this initiative goes in the right direction to expanding the use of carbon removal technology in Europe, it must also support the expansion of CCS used outside the Union. The EU does not yet have sufficient storage capacity internally to forgo the use of safe and equivalent non-EU sites. Where CCS outside the EU adheres to the same standards as those laid down in relevant EU legislation (the CCS Directive), the EU must also ensure those facilities can be recognised under the existing ETS Directive. This would mean the obligation to surrender allowances should not arise in respect of emissions in the EU verified as captured and transported for permanent storage to facilities in non-EEA third countries that have comparable standards to EEA facilities. We therefore call on the co-legislators, the European Parliament and the Council, to table an amendment to the new European Commission proposal on the certification of carbon removals, calling for a targeted amendment to Directive 2009/31/EC (CCS Directive) to ensure storage permits outside the EEA are recognised as compliant. This will give European hard-to-abate sectors the opportunity to benefit from increased CCS options, ensuring all sectors play their part to reaching the EUs net-zero ambitions.
