Response to EU’s next long-term budget (MFF) – EU funding for competitiveness

The document attached presents EIT Manufacturings recommendations on the European Commissions draft proposals for the next MFF (20282034), offering feedback on both the strategic direction and several practical delivery aspects, with a specific focus on EU funding for competitiveness. Seven key recommendations are elaborated in the attachment: - EIT is key to strengthening EUs innovation landscape - Designing a fit-for-purpose European Competitiveness Fund - Preserving a standalone framework programme for R&I - Bridging the innovation gap across the EU - Strenghtening cross-pillar and cross-activity synergies - Closing the skills gap to drive competitiveness - Adopting a horizontal approach for strategic industries

Response to 28th regime – a single harmonized set of rules for innovative companies throughout the EU

The proposed 28th regime for innovative companies represents a timely and strategic initiative. A streamlined EU-wide corporate framework aiming to harmonise key aspects of a company's operations, from taxation and labour law to investment documentation, to a degree that would allow companies to incorporate in 48 hours and operate seamlessly across borders, could be transformative for the EUs innovation landscape. Given the anticipated challenges in reaching unanimous agreement among all 27 Member States in the initial stages of negotiations, particularly on politically sensitive issues such as taxation and labour law, EIT Manufacturing recommends a pragmatic legislative path grounded in enhanced cooperation. As we see the strategic importance of this initiative, we urge the European institutions in a swift implementation in Q1 2026, perhaps through the use of AI tools to facilitate the process and mapping standard forms into national regulation.
