Response to Commission Implementing Regulation on the list for the purposes of Article 26 of Regulation (EU) 2024/1252

24 Jul 2025

To the European Commission Initiative of Critical raw materials products, components and waste streams with a high potential to recover critical raw materials Dear European Commissions representatives, On behalf of ELVALHALCOR S.A. Copper & Alloys Extrusion Division (transparency register number 481595293785-66), we would like to express our support for the Commissions initiative (as set out under Article 26 of the Critical Raw Materials Act) to lay down the list of products, components and waste streams considered as having potential to recover critical raw materials. As a copper and copper-alloy semi-fabricator with manufacturing sites in Southeast Europe (Greece and Bulgaria), we strongly support this initiative and believe it presents a strategic opportunity to enhance industrial resilience, reduce dependency, and strengthen the EUs competitive position globally. We would also like to provide our recommendations, with a particular focus on the needs of industrial manufacturers on copper and copper alloys. We respectfully submit our proposal to expand the list with the following additions focusing on copper and copper alloys: 1. Ammunition wastes after proper demilitarization. 2. Heavy transportation (i.e., trains) for the recovery of copper and copper alloys used in the railway network as well as in the trains themselves. 3. For No 11 addition of fluid/gas transfer applications including water and gas pipes from constructions, RACHP, data centers, and other similar applications. 4. Coins that are not valid anymore, following the decision of Federal Banks to recycle them. 5. For No 10 addition of copper containing slags from copper smelting and casting. 6. Main electrical distribution panels. We remain at your disposal for further dialogue and constructive contribution to this important process.
