Response to Revision of EU rules on air services

Elysian calls upon the Commission to recognize battery-electric aviation in the revision of the Air Services Regulation as a means to promote environmentally sustainable connectivity with the following measures: Require the deployment of zero-emission aircraft on routes operated as Public Service Obligation (PSO); Maintain the possibility for environmental restrictions extending the scope to address not only CO2 emissions but also non-CO2 effects, local air pollution and noise impacts. Allow for the deployment of zero-emission aircraft to avoid environmental flight bans, as a permanent measure comparable to zero-emission zones for road transport.

Response to Revision of the Commission Guidelines on State aid in the aviation sector (airports and airlines)

Elysian is grateful for the opportunity to respond to this Call for Evidence for an Impact Assessment on the revision of the 2014 Guidelines on State aid to airports and airlines (the Aviation Guidelines). We support the aim of the Call for Evidence, to revise the guidelines on state aid in the aviation sector an align them with the objectives of the Green Deal, while preserving connectivity and supporting competition in the aviation sector. Whereas the baseline scenario is to leave the Aviation Guidelines unchanged, with no more operating aid to regional airports beyond 2027, we believe that would be a missed opportunity. Elysian believes the objectives of ensuring connectivity and achieving decarbonisation require a revision of the Aviation Guidelines also to ensure coherence with other instruments, notably the 2022 Climate, Energy and Environmental Guidelines (CEEAG). Elysian Aircraft (Elysian) is a European aircraft manufacturer reimagining the potential of battery-electric flight. Our E9X aircraft is designed for regional routes, transporting 90 passengers over distances up to 800 kilometres (increasing towards 1000 kilometres1). The E9X will start flight testing its full scale prototype 2030 and enter into service by 2033 (i.e. well ahead of 2035, as assumed by the EC2). The E9X size and range make it a game changer for zero-emission aviation, regional airports and connectivity. No longer restricted to small planes, battery-electric air travel can replace 50% passenger kilometers of scheduled flights, reducing aviation CO2 equivalent (including non-CO2) emissions by 20% with a 1000 kilometer flight (direct), and up to 40% with a 2000 kilometers flight (with stop over). Battery-electric thereby becomes the most efficient path to zero-emission air travel. By 2040, half of all flights worldwide could achieve zero emissions by switching to battery electric. Besides being clean and more quiet, it will also be the most economic for airlines and passengers at those ranges. Electric flying can only become viable and scalable with dedicated airport infrastructure and ground operations, backed up by a regulatory framework supportive of innovation. Elysian wants to build the future of zero-emission air travel together. We invite governments and industry partners to be part of the revolution.
