Response to Proposal for a legislative act on methane leakage in the energy sector

Emerson welcomes the opportunity to provide the European Commission with our feedback on the recently published inception impact assessment for the proposal for a legislative act to reduce methane emissions in the oil, gas and coal sectors. Emerson is a leading technology provider to the oil & gas sector, providing solutions that facilitate emissions control, removal and utilization. These solutions include leak detection and management systems for fugitive emissions, flare protection and tank emissions management for flare systems, continuous emissions monitoring systems and flow measurement consultancy and measurement audits for emissions reporting. Emerson welcomes the Commission’s initiative to develop a legislative proposal to tackle methane emissions from the energy sector. Mandatory monitoring, reporting and verification for methane emissions will support better understanding of the scale and scope of methane emissions in the sector with a view to developing better methane emissions mitigation strategies across the EU. We would also like to highlight that mitigation of methane emissions can be achieved via decarbonization of the gas grid through uptake of other alternative fuels to be used in relevant sectors/applications. On this basis, Emerson would like to recommend the Commission takes the following into consideration in developing the new legislative act. The Oil and Gas Methane Partnership 2.0 Reporting Framework provides the most appropriate methodology to credibly assess methane leakage in the energy sector Emerson recommends that the legislation builds on the recently announced OGMP 2.0 monitoring, reporting and verification framework in order to capture the full picture of methane emissions from the energy sector across the value chain (in comparison to OGMP 1.0). Leak detection and repair programmes and the elimination of routine venting and flaring are cost-effective ways to reduce methane emissions throughout the oil and gas supply chains Emerson recommends that the leak detection and repair obligations also apply to the full value chain (upstream, midstream & downstream). This obligation can be built upon methane and other fuel gases emissions audits and emissions mitigation plans at site level. Emerson proposes that captured methane and other fuel gases are re-injected into the grid or are re-utilized for energy production purposes. The proposal should promote the deployment of best available technologies on the market to ensure best practice.
