Response to New modules for European environmental economic accounts

I would like to add a proposal in this ammendment for a new topic: Tourism There is already a methodology developed by the UNWTO in order to integrate Tourism Satellite Accounts and Environmental Accounts. In this respect, I would like to highlight the UNWTO initiative: ON MEASURING THE SUSTAINABILITY OF TOURISM: MST With the support of the United Nations Statistics Division (UNSD), UNWTO has launched the initiative Towards a Statistical Framework for Measuring the Sustainability of Tourism (MST). The aim is to develop an international statistical framework for measuring tourism’s role in sustainable development, including economic, environmental and social dimensions. Such a standards-based framework can further support the credibility, comparability and outreach of various measurement and monitoring programmes pertaining to sustainable tourism, including the derivation of Sustainable Development Goals (SDG) indicators and those of UNWTO’s International Network of Sustainable Tourism Observatories (INSTO). Overall, the statistical framework from the MST will provide an integrated information base to better inform on sustainable tourism, to facilitate dialogue between different sectors and to encourage integrated, locally relevant decision making. Response to European System of Accounts

The Regulation (EU) No 692/2011 in place, concerning European statistics on tourism, grant TSA transmission of information with a voluntary nature, as the compilation and transmission of TSA data goes beyond the legal requirements for tourism statistics. As a consequence, national methodologies are not sufficiently harmonised for the data to be fully comparably across countries and hence, the European Government does not count with an updated and qualified system of information to face the necessary actions to be taken facing both a negative supply shock and a negative demand shock coming from the COVID-19 crisis. There are enough reasons to support the Tourism sector (and hence tourism statistics) in this critical situation that COVID-19 is creating. An assessment of most vulnerable regions is necessary to inform reallocation decisions of EU Structural Funds and support tourism recovery. In addition, a clear understanding of the role of SMEs in the Tourism value chain is critical in order to implement the necessary actions to combat COVID-19 economic effects. In order to correctly assess the direct and indirect impact of COVID-19 on Tourism we propose: - Reinforcing TSA and National Accounts to correctly measure the direct and indirect impact of COVID-19 crisis or any other sanitary or non-sanitary situation. - Include as “Statistical Product” o Tourism Satellite Account with Regional Accounts, o Tourism Price Index o Include the Tourism Industry and characteristics products within the Air emission and energy Accounts for climate change assessment o Include the Tourism Industry and characteristics products within the water and waste statistics and accounts for circular economy assessment o Include the Tourism Industry and characteristics products and regional breakdown for Structural Business Statistics and specifically for the “Collaborative economy” o Regional and main local destination breakdown for Tourism industry – accommodations statistics, o Review of the Labour Force Survey for Tourism Industry and NUTS2. o Population and Housing Census including « Collaborative Economy » indicators o Sustainable Tourism Indicators (parallel to Agri-environmental indicators statistical product) o Put Tourism Statistics at the same level as other similarly relevant sectors statistics.

We would like to see the residents´attitudes towards tourism included when assessing the quality of life of European cities. We propose, at least, one question related to this: I will read you a few statements. Response to Evaluation of the European statistical programme 2013-2020

Proposals for next period European Statistical Plan (after 2020): - Reinforcing TSA and National Accounts to correctly measure the direct and indirect impact of COVID-19 crisis or any other sanitary or non-sanitary situation. - Share the administrative information of enterprises into temporary workforce restructuring plans and of newly created instruments, which would facilitate the Tourism enterprises’ access to financial support and liquidity in all parts of the Tourism value chain during crisis period; - To obtain the recognition of Regional tourism authority as a statistical organization (Visit England already is) - Have NECSTouR representing the needs of the Regional Tourism authorities by means of the Committee of the Regions (institution consulted for the annual work programme of ESP). - Include as “Statistical Product” o Tourism Satellite Account with Regional Accounts, o Tourism Price Index o Include the Tourism Industry and characteristics products within the Air emission and energy Accounts for climate change assessment o Include the Tourism Industry and characteristics products within the water and waste statistics and accounts for circular economy assessment o Include the Tourism Industry and characteristics products and regional breakdown for Structural Business Statistics and specifically for the “Collaborative economy” o Regional and main local destination breakdown for Tourism industry – accommodations statistics, o Review of the Labour Force Survey for Tourism Industry and NUTS2. o Income and living conditions including Flash estimates for the impact of Tourism. Include with qualitative data on residents’ attitudes towards Tourism for the report: Quality of Life in European Cities - European Commission. o Population and Housing Census including « Collaborative Economy » indicators o Sustainable Tourism Indicators (parallel to Agri-environmental indicators statistical product) o Put Tourism Statistics at the same level as other similarly relevant sectors statistics.
