Eneco is an energy service company with customers in the Netherlands, Belgium, Germany and the United Kingdom. We develop and operate on- and offshore wind assets, solar farms, heat networks, gas-fired plants, renewable heat sources, electric boilers, batteries, energy management systems and charging services for electric vehicles. Eneco is preparing various investments in electrolysers, both through direct line connections to renewable assets and grid connected electrolysers. Eneco is also a partner in the NortH2 consortium, that is aiming to supply green hydrogen on a large scale to industry, with wind energy and 4GW of electrolysers operational in 2030. Eneco is committed to an EU climate target that is compatible with the 2015 Paris Agreement’s goal to keep temperature increase well below two degrees Celsius and strive for 1.5 degrees Celsius. Eneco has its own “One Planet” climate strategy, aiming for zero emissions in 2035 for both our own operations and our clients (scope 1, 2 and 3). The criteria proposed by the European Commission in the draft Delegated Act (method for assessing greenhouse gas emission savings for certain fuels) provide overall an appropriate set of rules to safeguard sustainability and the additionality of electricity used for RFNBO-production. Eneco supports a clear distinction between RFNBO-production on the one hand, which should be fully powered with renewable electricity and, on the other hand, low-carbon hydrogen production with electrolysers, which is powered on the basis of the electricity mix and meets the proposed greenhouse gas savings target.

Response to Revision of EU rules on Gas

Eneco welcomes the Europeans Commission’s proposals to establish the conditions for a European internal hydrogen market to develop and facilitate the role of natural gas in the transition to a decarbonised energy sector. Green hydrogen is an important step in the implementation of Eneco's One Planet Plan, which is aiming at climate neutrality by 2035 for Eneco and its customers. Eneco plans to make (further) investments in green hydrogen. Key messages: - As stated in the Energy System Integration Strategy, renewable and low-carbon fuels will primarily be consumed when the direct use of electricity is not yet technically or efficiently possible. Therefore direct electrification is priority, hydrogen should be used for industry, part of the heavy transport, air transport and conversion of gas plants. The use of hydrogen in the built environment in the long term should be a possibility in the regulation when in the future it is economically feasible in areas where electrification is not feasible. - Green (renewable) hydrogen should be the standard. Certification should be solid for green gasses, which is made by green electricity. - Regulation on non-discriminatory access to grids. The revised directive should ensure that the purpose of unbundling rules, as presented in the current electricity and gas directive, are also applied to hydrogen networks. - No cross subsidization. Hydrogen should stands on its own. - The same criteria and principles should apply to both hydrogen and gas markets. Implementing a coherent regulatory framework for the hydrogen market should help Europe to reach the objectives set by the European Commission and reduce the cost of producing clean hydrogen.
