Response to Delegated act on primarily used components under the Net-Zero Industry Act

Enoda welcomes the opportunity to contribute to the consultation on the Draft Delegated Act amending the Annex of the Net-Zero Industry Act (NZIA). We acknowledge the critical role of Regulation 2024/1735 in reinforcing Europes strategic autonomy and energy security, accelerating the continents transition towards a sustainable and resilient energy system. In recent years, the European Commission demonstrated a strong commitment to developing new regulations and refining existing ones to uphold the principle of technological neutrality. This principle ensures that no specific technology is unduly favoured over another in addressing pressing challenges. It is particularly vital in safeguarding market access for emerging and future technologies that have yet to reach commercial maturity. At Enoda, we fully support this vision and advocate for it whenever appropriate. The compilation of a list of key technologies and components carries inherent risks to technological neutrality, as it inevitably reflects advancements available at a given moment while potentially overlooking future innovations. Consequently, a cautious and adaptable approach is required. At the same time, we recognise the necessity of providing immediate, targeted support to technologies with the potential to revolutionise the energy sector. We welcome the Commissions approach of keeping the list open to future modifications, ensuring that additional breakthrough technologies can be incorporated as they emerge. As outlined in the consultation, each of the identified net-zero technologies comprises a range of critical components. Strengthening supply chain resilience requires a comprehensive approach that encompasses all components essential to the manufacturing and deployment of net-zero technologies. We therefore urge the Commission to ensure that the Annex includes all components that play a fundamental role in supporting these technologies. Our advanced solutions align with the Electricity Grid Technologies category, specifically in relation to power transformers and key components such as transformer cores, as well as Flexible Alternating Current Transmission Systems (FACTS). Additionally, Enodas technologies contribute to Energy System-Related Energy Efficiency Technologies, particularly in the area of Automated Demand Response (ADR). These technologies are instrumental in enhancing the efficiency, stability, and adaptability of Europes energy infrastructure, while directly supporting the EUs broader energy security and decarbonisation objectives. The availability of these components is fundamental to Europes strategic energy framework. We strongly encourage the inclusion of these critical components in the NZIA Annex, recognising their essential role in meeting the EUs net-zero targets by 2050. Establishing a robust domestic manufacturing base for these components will not only bolster Europes industrial and technological leadership but also enhance its resilience to external energy shocks and supply chain disruptions. By taking decisive action now, the EU can ensure that its energy infrastructure is future-proofed, competitive, and fully aligned with the objectives of a decarbonised economy.
