Response to European Border and Coast Guard – update of EU rules

Entrust welcomes the European Commissions initiative to review and strengthen the mandate and operations of Frontex. This is both timely and highly relevant considering the imminent operationalisation of the Entry/Exit System (EES). We appreciate the opportunity to contribute to this call for evidence, recognising its importance in ensuring effective and adaptable EU rules to support the operations of the European Border and Coast Guard Agency. As a recognised global leader in secure identity solutions, Entrust has helped governments around the world deploy highly secure digital identity and verification systems in complex environments where interoperability, compliance, and security are essential. Entrust is committed to supporting the EU in modernising its border management framework to maintain security, facilitate seamless travel, and foster trust among citizens and stakeholders. Entrust stands ready to contribute its expertise in pre-registration and biometric verification to develop a secure, harmonised, and future-proof border management framework. With specific regard to Frontexs current programme of work, we strongly encourage a formal review of the Travel to Europe app, including its functional requirements, technological limitations (e.g., fingerprint capture, liveness detection), and the procurement framework used to award a contract, without a competitive process, to existing suppliers. Future pan-European technology solutions for the protection of Europes borders should be the exclusive responsibility of the competent agency, i.e., eu-LISA, in line with their mandate.
