Response to Circular Economy Act

Erion is Italys leading Extended Producer Responsibility (EPR) system and one of the largest non-profit compliance organizations in Europe. Since the early 2000s, we have been managing the end-of-life of products across six regulated streams including Waste Electrical and Electronic Equipment (WEEE), Batteries and Accumulators, Packaging, Textiles and Tobacco products waste. Every year, we handle over 300,000 tonnes of waste, ensuring their proper collection, transport, pre-treatment, recycling, and reintegration of secondary raw materials into the market. Through more than two decades of direct collaboration with producers and operators, Erion has developed a comprehensive understanding of the full product lifecycle, from compliance and collection to recycling and recovery. This operational experience provides us with a concrete perspective on the practical challenges and opportunities that accompany the European transition towards a circular economy. Our expertise is also supranational. Erion actively participates in numerous European research and innovation projects focused on improving circularity, recycling efficiency, and material recovery. In parallel, we play an active role within the main European associations of Producer Responsibility Organizations (PROs) including the WEEE Forum, Eucobat, and the Textiles PRO Forum contributing to policy discussions, data sharing, and the development of harmonized best practices across Member States. Our work goes far beyond waste management. We invest heavily in research, innovation, and pilot projects aimed at improving recycling processes, increasing the quality and value of recovered materials, and enhancing the overall sustainability and efficiency of end-of-life product management chains. In the document attached, we focus our recommendations on WEEE and batteries, two waste streams that are critical to Europes strategy for securing Critical Raw Materials (CRMs). The insights presented here stem from Erions hands-on experience and its daily interaction with producers, recyclers, and other stakeholders operating in these sectors. We deliberately do not address fundamental topics such as eco-design or efficient production, as they fall outside our direct area of expertise and we think that other actors, such as manufacturers and their associations, could better comment on that. We remain fully available to engage with the European institutions, industry representatives, and other stakeholders to deepen the points presented here and to contribute constructively to the broader debate on how to enable an effective, fair, and ambitious Circular Economy Act in Europe.
