Response to Guidance to facilitate the designation of renewables acceleration areas

EuroGeoSurveys (https://eurogeosurveys.org/) and the Geological Service for Europe (GSEU - https://www.geologicalservice.eu/) project welcome the recognition of the key role of the subsurface in acceleration of renewable energy. The GSEU project (EU Horizon Europe R&I programme - GA n°101075609) is working specifically on these subjects in its work package "Coastal vulnerability assessment & optimised offshore windfarm siting" and will deliver a pan-European inventory of seabed and subsurface parameters influencing cost, stability, and performance of offshore wind farms in shallow and deep waters, intended to accelerate the deployment of renewable energy projects. EuroGeoSurveys and the GSEU project recognise the importance of allocating space for offshore renewable energy projects, implementing a maritime spatial planning strategy, and using or building on existing spatial planning data. Maritime spatial planning is an essential tool to ensure the coexistence of different uses of the sea, enabling long-term planning at an early stage while ensuring sustainability. It is imperative to consider the multiple use of space for renewable energy production and other uses, to alleviate the constraints associated with the use of the seabed. EuroGeoSurveys and the GSEU project supports the drive to use all appropriate tools and datasets to identify renewables acceleration areas and is actively working on developing relevant tools and datasets, which will also be relevant to the requirement for Member States to carry out coordinated mapping for the deployment of renewable energy and related infrastructure in their territory. The work of EuroGeoSurveys and the GSEU project will contribute to speeding up the implementation of these new demands by providing data, advice, good practices, and digital and mapping tools. Geological maps should be used for high-level strategic integrated offshore network-development plans for each sea basin. EuroGeoSurveys and the GSEU project also agree on the need for, and are already contributing to, knowledge transfer between the Member States with more experience in identifying and designating dedicated areas for renewable energy and the Member States with less experience.

Response to Soil Health Law – protecting, sustainably managing and restoring EU soils

EuroGeoSurveys the Geological Surveys of Europe represents 37 National Geological Survey organisations across Europe, the public institutions responsible for providing vital surface and subsurface geoscientific knowledge to support national and EU competitiveness, social well-being, environmental management and international commitments. EuroGeoSurveys (EGS) welcomes the Proposal for a Directive of the European Parliament and of the Council on Soil Monitoring and Resilience (Soil Monitoring Law) as a positive action toward improving the status of soils to support the EUs society and environment. EuroGeoSurveys has reviewed the proposed Soil Monitoring Law in detail together with a dedicated team of leading national experts in soil science, members of the EGS Geochemistry Expert Group. Specifically, we have outlined a number of key considerations and recommendations in the attached note, along with potential issues in the current Soil Monitoring Law proposal. We sincerely hope these reflections will be taken into consideration and be of benefit to the European Commission, Parliament and Council as they take legislative debate further.

Response to Net Zero Industry Act

EuroGeoSurveys welcomes the proposed Net Zero Industry Act as a positive action toward improving the regulatory and investment environment to support the EUs decarbonization of industry and climate neutrality goals. Specifically, we note the significant important roles that the National Geological Survey Organisations collectively have already played during the preparation and transposition of the 2009 CCS Directive and the continued activities of EuroGeoSurveys GeoEnergy Expert Group targeting CO2 storage, including through the Geological Service for Europe project. Implementation of the Net Zero Industry Act will benefit from using this expert network and their access to relevant data and data infrastructure.
