Response to Carbon border adjustment mechanism (CBAM) methodology for the definitive period

EUROMETAL supports CBAM as a cornerstone of EU climate and trade policy. Its success depends on the clarity and stability of rules, the adoption of workable methodologies adapted to SMEs in steel distribution, fair recognition of carbon prices paid abroad, proportionate and harmonised reporting obligations, and closing the loophole by extending CBAM coverage to steel derivatives. Please find attached the EUROMETAL contribution on this subject. We remain ready to work with the European Commission, Member States, and stakeholders to ensure CBAM delivers both environmental and industrial benefits without distorting the EU steel value chain.

Response to Trade measure addressing the negative trade-related effects of global excess capacity on the EU steel sector

EUROMETAL represents steel distributors, traders, and service centres across the EU, who connect domestic and international supply with over one million downstream users in manufacturing, construction, and related sectors. Our members play a systemic role in securing access to steel for SMEs and strategic industries alike. A new trade measure, if well designed, can strengthen market stability, investment confidence, and supply chain resilience. For EU distributors, competitiveness depends on stable and diverse access to steel both inside and outside the EU. Protective measures must not become overly rigid or punitive, as this could provoke retaliation from third countries, damage long-standing trade partnerships, and restrict access to competitively priced material. To be effective, the future instrument must therefore be balanced, transparent, and easy to administer, particularly for SMEs. It should replace current measures with rules that are simple to apply, fair to all operators, and responsive to market developments ensuring continuity, reliability, and competitiveness across the European steel value chain.
