Response to A Culture Compass for Europe

Europa Nostra also on behalf of the European Heritage Alliance and the European Heritage Hub Consortium urges the EU to place cultural heritage at the heart of the Culture Compass. Cultural heritage (tangible, intangible and digital) is one of Europes most valuable common goods. It embodies our shared values and history, and reflects the diversity and creativity that underpin the European project. It connects people across borders and generations; inspires civic engagement; nurtures peace, a sense of belonging and a sense of togetherness; and promotes cohesion at a time when unity is more vital than ever. It contributes to fostering trust and mutual understanding through intercultural dialogue and cooperation and through promotion of EUs key values, both internally and externally. To sum up, it is a vital component of the EU's soft power and therefore plays a key role in advancing all EUs strategic goals, such as social inclusion, sustainability, innovation, democratic resilience as well as security and competitiveness. Due to its significant social, environmental, and economic benefits for citizens and their communities across Europe, the EU must now recognise cultural heritage as a strategic horizontal priority. This is not only a cultural imperative it is a geopolitical one. To achieve the EU vision of a green, just, and resilient future, a holistic and integrated approach to cultural heritage should be fully embedded in all relevant EU policies from climate action and regional development to education, digital transformation, sustainable tourism, and external relations, with a special emphasis on the New Pact for the Mediterranean, and the renewed partnership with Africa and LAC countries. Regarding the EU enlargement and neighbourhood agenda, cultural heritage is a vital vehicle for exchanging knowledge, skills and best practices, and thus for strengthening the historical, cultural and emotional bonds between the present and future or neighbouring member states of the EU. The due recognition of heritage professions with related improvement of their working conditions; the training and transmission of skills, ranging from craftsmanship to AI; and boosting collaboration with other fields of culture, are essential to maintain the vitality of Europes cultural heritage ecosystem. Special attention should be given to building a strong bridge and promoting high quality work related to heritage and architecture, a.o. within the EU Prizes and the New European Bauhaus initiative. Cities, civil society and local communities play a vital role in safeguarding and transmitting heritage. Their active involvement must be fostered through inclusive policies of sustainable development, intergenerational engagement and civic empowerment. Digital transformation presents an immense opportunity for heritage. It enables broader access, enhances participatory engagement, and supports innovative approaches to documentation, conservation, and interpretation. These tools must be deployed in inclusive, transparent, and ethically grounded ways that uphold cultural rights and ensure equitable access to digital heritage. Cultural heritage must also be more effectively integrated with policies related to education and youth. Embedding heritage, history and history of art in school curricula and supporting youth-led initiatives are essential to ensure that heritage remains a vibrant and creative force across generations bridging the past, present and future. Music, as a key form of Europes intangible cultural heritage, deserves special support by the EU since it exemplifies how heritage transcends boundaries, transforms and connects communities, and celebrates shared humanity. In the light of the above, the EU needs to INVEST in culture in general, and in cultural heritage in particular, through a much larger and targeted financial support within the next MFF (for more details see our response to the MFF consultation).
