Response to Revision of EU rules on Gas

EASEE-gas, the European Association for the Streamlining of Energy Exchange – gas, welcomes the Commission's proposal for a Hydrogen and Gas markets Decarbonisation Package.
EASEE-gas appreciates the inclusion of provisions on gas quality (GC) and hydrogen quality (HQ) handling, which reflect the relevance of gases quality management to ensure a smooth functioning of natural gas (including blends with renewable and low-carbon gases) and hydrogen systems.
The growing volumes of biomethane, hydrogen, and LNG will affect GC and will therefore require further dialogue between all the stakeholders for the development of standards. EASEE-gas, which represents players along the whole value chain, is in a unique position to contribute to this dialogue.
As regards hydrogen, EASEE-gas has pioneered the discussion on HQ and has recently published its quality specification recommendation for industrial grade hydrogen running through repurposed natural gas pipelines or new dedicated systems (Common Business Practice 2022-001/01 (CBP)).
EASEE-gas broadly supports the proposals on enhanced transparency, gas quality monitoring, and cross-border coordination on GQ and on HQ, and is ready to contribute to the development and revision of Network Codes, in particular those established on the basis of the following articles of the proposed recast Regulation:
• Art. 53(1)(a): data exchange and settlement rules implementing Arts. 21 & 22 of the proposed recast Gas Directive regarding interoperability and data exchange as well as harmonised rules for the operation of gas transmission systems, capacity booking platforms, and IT processes relevant for the functioning of the internal market;
• Art. 53(1)(b): interoperability rules for the natural gas system, implementing Arts. 9 & 46 of the proposed recast Gas Directive including addressing interconnection agreements, rules on flow control and measurement principles for gas quantity and quality, allocation and matching rules, common sets of units, data exchange, gas quality, including rules on managing cross-border restrictions due to gas quality differences or due to differences in odorisation practices or due to differences in the volume of hydrogen blended in the natural gas system, cost-benefit analyses for removing cross-border flow restrictions, Wobbe Index classification, mitigating measures, minimum acceptance levels for gas quality parameters relevant for ensuring the unhindered cross-border flow of biomethane (e.g. oxygen content), short- and long-term gas quality monitoring, information provision and cooperation among relevant market participants, reporting on gas quality, transparency, communication procedures including in case of exceptional events;
• Art. 53(2)(c): operational procedures in an emergency including system defence plans, restoration plans, market interactions, information exchange and communication and tools and facilities;
• Art. 53(2)(f): cyber security aspects of cross-border natural gas flows, including rules on common minimum requirements, planning, monitoring, reporting and crisis management;
• Art. 54(2)(b): interoperability rules for the hydrogen network, including addressing interconnection agreements, units, data exchange, transparency, communication, information provisions and cooperation among relevant market participants as well as hydrogen quality, including common specifications and standardisation, odorisation, cost benefit analyses for removing cross-border flow restrictions due to hydrogen quality differences and reporting on hydrogen quality;
• Art. 54(2)(h): cyber security aspects of cross-border hydrogen flows, including rules on common minimum requirements, planning, monitoring, reporting and crisis management.
EASEE-gas will continue delivering efficient and harmonised solutions that support business processes across the different actors in the gas value chain, and facilitating the transition to a sustainable and integrated energy system in Europe.
