Response to Proposal for a Regulation on Military Mobility

20 Oct 2025

ESTA, the European Association of Abnormal Road Transport and Mobile Cranes, represents national trade associations whose members are crane hire or heavy transport companies. In total, ESTA unites more than 100 member associations and companies from 27 countries. Private abnormal transport operators engage in military mobility and this is why ESTA is advocating for further harmonisation of rules of abnormal transport as part of Military Mobility Package and revision of Weights and Dimensions Directive. Detailed ESTA position and recommendations with the aim to facilitate military transport in the EU can be found in the attached position paper.

Response to Evaluation and revision of the Weights and Dimensions Directive

18 Feb 2022

ESTA welcomes the announced revision of the Directive 96/53/EC of the commission on weights and dimensions. We see this a chance to adapt the recent rules and regulations to the latest developments in integrated information- and vehicle technology. At the same time we see an opportunity in this revision to update the present plethora of national rules and regulations related to abnormal transport - an update that is long overdue. Our points of view and feedback comments are laid down in the attached position paper. We remain available for your further questions or queries with regard to our feedback.

Response to EU standards for safe and secure parkings

9 Feb 2022

ESTA is the leading European business association representing national associations active in the field of abnormal transport and mobile cranes. Since our members know from experience how pressing the situation is with regard to the lack of sufficient parking places for trucks throughout Europe, we warmheartedly support the initiative by the commission to adapt the regulation on SSTPA's. However we also see a number of flaws and missed opportunities in the present proposals, that we have addressed in the attached ESTA position paper. In addition to this we would like to add the following final comment on the SSTPA initative: SSTPAs are hugely important not just to help the industry - abnormal transport included - be safer and more efficient, but also to help recruit the drivers it needs now and in the future, especially so if we are to attract more women into the industry.
