Response to Trade measure addressing the negative trade-related effects of global excess capacity on the EU steel sector

EURANIMI supports the objective of preserving EU steelmaking capacity and addressing global overcapacity. However, the proposed replacement of the safeguard measure represents a fundamental tightening of trade conditions through the cumulative effect of reduced tariff-rate quotas, a 50 % out-of-quota tariff and CBAM obligations, without any prior assessment of the impact on downstream manufacturing. In stainless steel, these instruments interact in a manner that risks eliminating commercially viable supply alternatives, destabilising downstream industries and undermining the resilience of EU value chains. In addition to recommending five targeted technical adjustments to the proposed measure, EURANIMIs submission demonstrates that the proposed use of a melt-and-pour criterion for quota allocation is unnecessary, unverifiable and structurally inappropriate for stainless steel, as existing trade-defence measures and CBAM already capture virtually all relevant imports. EURANIMI therefore calls for a differentiated approach reflecting the specific characteristics of stainless steel, a reassessment of the suitability of melt-and-pour, and the integration of downstream-impact considerations in order to ensure proportionality, legal certainty and long-term industrial balance.
