Response to Towards a Circular, Regenerative and Competitive Bioeconomy

Bioeconomy is key to addressing many of the challenges faced by the EU and the world today. Europe leads the world in research, technology, and availability of bioresources, with significant potential for growth, particularly in rural areas. Therefore, the European Biosolutions Coalition welcomes the European Commission's ambition to build a circular, regenerative, and competitive bioeconomy. However, the coalition emphasizes the importance of setting out long-term directions for related initiatives and legislations, such as the Biotech Act and measures for simplification within the bioeconomy. To ensure success, the European Biosolutions Coalition underscores that the Biotech Act should be ambitious and broad, encompassing all relevant sectors, including healthcare, food and feed, agriculture, materials (including construction materials), industrial and environmental biotechnology, and marine biotechnology. Furthermore, as part of the Biotech Act and Bioeconomy Strategy, the coalition believes it is essential to ensure the alignment of definitions across relevant legislation, such as product legislation allowing for faster approval processes of compounds (for instance in pesticide legislation), quicker approval of production facilities (Net Zero Industry Act), and measurement of economic activity (NACE codes). Bioeconomy can drive economic growth and competitiveness while significantly contributing to our climate and environmental ambitions. Resource efficiency is beneficial for both business and environmental policy, from reducing food waste throughout the value chain to the use of wood. When bioresources are fully utilized, less land is needed to feed the global population, leaving more space for nature and biodiversity, while companies earn more per unit of raw material. Therefore, resource efficiency is critical to Europe's competitiveness, reduced climate impact, decreased dependency on fossil resources, and improved conditions for biodiversity. The European Biosolutions Coalition supports the cascade principle and recommends that the EU Bioeconomy Strategy prioritize according to the bioeconomic value pyramid, as described by L. Lange. Response to Biotech Act

EBC appreciate the opportunity to comment on the Call for Evidence for a future Biotech Act. We strongly support the development of a Biotech Act, the description of the rationale behind and the positive impact it will have for the sector and European competitiveness as described in the Call for Evidence. To ensure its success EBC agrees the Biotech Act should be bold and broad and include all relevant sectors i.e. both healthcare as well as food and feed, agriculture, materials (incl. materials for construction), industrial and environmental, and marine biotechnology. EBC supports the focus on exploring the five areas i.e. 1) Speed and streamlining, 2) Financing, 3) Scale, 4) Skills and 5) Use of data and AI in the biotech and biomanufacturing sector.
