Response to Review of EU rules on fluorinated greenhouse gases

EFCEM (European Federation of Catering Equipment Manufacturers) supports the alignment of the F-gas Regulation with the European Green Deal, European Climate Law, obligations on HFCs under the Montreal Protocol, progress and lessons learned.
Professional products represented by EFCEM have a small share on the market, in percentage terms, compared to other market sectors covered by the proposed regulation.
We would like to make some specific comments, as detailed in the position paper, on the approach taken for the definitions, placing on the market prohibitions and possible impacts on the professional and commercial refrigeration products.
EFCEM is concerned from the fact that some impacts could be underestimated by policy makers.

Although EFCEM (European Federation of Catering Equipment Manufacturers) has been supportive of initiatives concerning ED and EL for commercial and professional refrigeration appliances, since the very beginning when the Regulations 1094/2015/EU and 1095/2015/EU were developed, we would like to draw the attention of the interested Units in the Commission on the specific situation caused by the COVID 19 pandemic on the hospitality sector and as a result on our industry as one of the most adversely affected economic sectors.
In addition, we would like to make some specific comments, as detailed in the enclosed document, on the approach taken for the definition of the products groups and on the proposed initiatives for each specific product group.
We notice that out of 16 product groups that have been shortlisted for the final assessment, three are covering:
• Professional laundry appliances
• Professional dishwashers
• Professional cooking appliances
which are manufactured by our Members and which cover nearly 75% of the overall types of appliances they produce. The half of the remaining part is covered by refrigerating appliances which are actually also covered by the process for the revision of Regulations 1094/2015/EU and 1095/2015/EU on ED and EL for professional refrigerating appliances.
We would like to underline that the Companies, which are producing the professional appliances covered by the road map, are mainly SMEs and they are already dramatically impacted by the COVID 19.
In addition, the significant changes in society and the new approach to the food preparation and delivery that will move towards an increased use of a home-based delivery service and significant decrease of the public offer, as consequence of the increase of home-office and smart working activities, will also have a significant impact for our members and no one can predict today how the Ho.Re.Ca market will adapt in the next two-three years and the long term.
It will be very difficult, in some cases impossible for our members to access laboratories and design/development departments. Facilities have been significantly reduced and limited due to the anti-pandemic measures. This restricts their ability to duly follow and contribute to the process for the development of suitable measures with respect to European Green Deal objectives.
EFCEM and its members will do their best to follow the activity, analyse documents that have been and will be circulated and deliver our comments at the best of our capabilities, but we anticipate that it will be impossible to do it with the attention and in the depth required by the importance of this activity and the potential consequences it will have on our Members.
Considering what specified above and further detailed in the enclosed Position Paper, EFCEM calls the EU Commission to re-evaluate the plan for the development of measures on ED and EL concerning professional appliances in the view of postponing the relevant activities to collect data on the post pandemic situation in the Ho.Re.Ca sector and to acquire more suitable and complete information on the professional/food service equipment sector at European level.
EFCEM is highly concerned from the fact that wrong or incomplete data may entail improper decisions and actions from policy makers.
