Response to EU taxonomy - Review of the environmental delegated act

The European Local Fiber Alliance (ELFA) welcomes the Commissions initiative to review and refine the technical screening criteria of the EU Taxonomy. For our sector operators of Alternative fiber networks and the digital transport infrastructure that connects every region of Europe clarity, proportionality and coherence across European legislation are essential. Digital infrastructure is now a single, interconnected system. Fiber networks, data centers, cloud nodes, edge locations, backbone routes and local loops together form the foundation of Europes digital economy. They cannot be viewed or regulated in isolation. Sustainable finance rules must recognize this: a data center cannot operate without robust fiber; fiber networks only create societal value when connected to powerful compute; and the entire chain is indispensable for AI, automation, energy efficiency, smart mobility, healthcare systems, cross-border public services and Europes competitiveness. This is why ELFA strongly supports the Commissions intention to simplify the existing Taxonomy criteria, ensure proper alignment with newer EU legislation, and reduce unnecessary administrative burdens. The Taxonomy must enable investment into digital infrastructure, not unintentionally slow it down. In our opinion we have drafted several points that we believe the commission can use for the review. Response to Digital Networks Act

As the collective voice for alternative fiber operators throughout Europe, ELFA's network as an umbrella trade association represents indirect over 800 operators, including those in the UK and Norway. While many aligned members will submit their own responses, this letter reflects key shared insights from our broad base. Our overarching goal is to ensure that fiber infrastructure across Europe supports the digital inclusion of all European citizens and businesses.
