Response to Health technology assessment – Joint scientific consultations on medicinal products for human use

The European Public Health Association (EUPHA) welcomes the implementing act laying down rules for the application of Regulation (EU) 2021/2282 regarding the procedures for Joint Scientific Consultation (JSCs) on medicinal products, taking the opportunity of this public consultation to pinpoint certain key aspects that ought to be considered for increased transparency and inclusiveness. One first aspect concerns the prioritization of requests for JSCs. Albeit the work done by the subgroup for the identification of emerging health technologies could inform the Annual Work Programme with respect to foreseen JSCs, a clear mechanism for prioritizing JSCs should be in place to guarantee transparency and accountability. Regarding individual expert selection, identifying experts solely based on disease and therapeutic areas leaves certain important aspects unaddressed, i.e., methodological expertise, organizational/delivery of intervention expertise, etc. Given the scope of activities and the emergence of new technologies, a thorough mapping of competencies may be desirable and advisable. The list of questions and issues to be addressed at the meeting is crucial for the JCS to achieve its aim. Nevertheless, the process under which said list is generated remains unclear. Issues should be identified together by the developers and the assessors to fall within the scope of the consultation and to adequately reflect key considerations.
