Response to Legislative framework for the governance of common European data spaces

The W3C Linked data framework can be instrumental to implement the vision set out in European strategy for data. In order to do this, the legal value of metadata – in the sense of data annotations – needs to be clarified to ease the creation of data value chains considerably. This document makes a suggestion on how to encode the needed legal certainty requirement into the act. The feedback also suggests to reconsider the definition of "metadata" in the act as the use of the meaning from telecommunications collides with the use of the term in data science.
