Response to Interim evaluation of the Connecting Europe Facility 2021-2027

The European Secure Parking Organisation (ESPORG), a private sector association, represents the interests of parking area operators across the European Union. The members are dedicated to safety and security on parking areas, the wellbeing of truck drivers, the promotion of alternative propulsion systems and the contribution of parking areas to ITS. We focus on the CEF Transport programme. At the same time, we believe that there are strong synergies with the CEF Energy Programme since self-sufficient parking areas, electric charging for trucks and hydrogen fuelling solutions are both high on the EU agenda and our members agenda. CEF2 has helped a great number of truck parking area projects see the light. The programme is clearly defined, and the eligibility criteria are transparent. Therefore, we are convinced that both the application phase and the project implementation support by CINEA have been adequate, which is corroborated by the speedy ramp-up of EU-funded additional certified safe and secure parking areas. More safe and secure parking areas are needed across Europe to comply with market demand and the various legislative obligations for Member States under EU law, especially the TEN-T Regulation and AFIR. Additional public funding is required until the market will be fully self-supporting given the considerable investment costs required. We have attached specific additional suggestions and ideas.

Response to Working Programme of the ITS Directive for the period 2024-2028

ESPORG welcomes the European Commissions draft implementing decision establishing a working programme for Directive 2010/40/EU for the period 2024-2028 and would like to comment on point 3.2.6 Revision of current specifications for information services for safe and secure parking places for trucks and commercial vehicles of the Annex to the proposed implementing decision. ESPORG welcome the mentioned objectives of the EC and would offer its services in easing the reporting obligations of both SSTPAs and Member States. ESPORG already today have a lot of the required information from SSTPAs all over the EU being the European SSTPAs non-profit association. ESPORG is therefore perfectly places to act as a trusted partner with whom the individual Member States could engage with, as a national access point and thereby ensure their reporting obligations in regard to SSTPAs. ESPORG stand fully committed to perform such a role as a trusted third party if given the role from e.g. the EC and/or the individual Member States.
