The European Space Policy Institute, founded in 2003, is an independent think tank specialising in space-based policy, based in Vienna, Austria. ESPI is supported by its 23 member organisations and Advisory Council composed of internationally recognised experts from a range of domains. ESPI welcomes this initiative as a first step towards addressing Europes competitiveness, resilience and innovation concerns. However, as the legislative process unfolds, several provisions raise questions regarding implementation, legal certainty, proportionality, and the balance of competences between EU institutions, Member States, and international actors. This document examines these challenges, identifying key areas that will be crucial to ensuring the long-term economic competitiveness and resilience of European businesses.
