Response to Trade measure addressing the negative trade-related effects of global excess capacity on the EU steel sector

14 Aug 2025

ESTEP represents the steel value chain within Europe, assembling steel producers and their associations, technology providers, universities and RTOs as well as suppliers, civil society representatives and steel users (customers). ESTEP is focused on collaboration in steel-related research, innovation and technology development. The current business situation of the EU steel industry is very critical. Many research and innovation projects struggle to take off. This is valid for actions towards decarbonization as well as "normal" research aiming to improve the performance of steel products, steel solutions and the steel production in general by higher resource and material efficieny. While it is out of question that a full pipeline of research and innovation is crucial for the future of any business, for steel we are at a crossroads to decide about the role of steel in the EU. Without a sustainable steel business, R&I cannot do the trick. And steel research in Europe with the Research Fund for Coal and Steel, Horizon Europe and the Clean Steel partnership is best in the world complemented by many national programs. The uinique European steel ecosystem is the backbone to maintain global leadership in steel and beyond. The European Steel Technology Platform, ESTEP, likes to provide its feedback in the attached file.
