Response to Circular Economy Act

The European Tissue sector provides essential hygiene products such as toilet paper, kitchen towels, handkerchiefs, napkins and paper hand towels that safeguard public health and everyday well-being. We are committed to accelerating Europes transition to a circular economy by improving the availability and quality of secondary raw materials, investing in design-for-recycling solutions, and responsibly using renewable, recycled and alternative fibres where this can be done without compromising hygiene and product safety. We welcome the Commissions objective to reinforce the single market for waste and secondary raw materials, increase the supply and demand of quality secondary raw materials at competitive prices, and get the economics right for circular markets as part of the Clean Industrial Deal and Competitiveness Compass roadmap for a CEA by end-2026. These goals directly address long-standing barriers including market fragmentation, legal uncertainty around end-of-waste, and limited demand signals for recycled inputs that hinder scale and investment. Our vision for circularity in tissue is practical and evidence-based: (i) strengthen the EU single market for secondary materials; (ii) prioritise recycling and collection without compromising hygiene and safety, while recognising complementary recovery routes when they deliver the best overall outcome; (iii) remove unnecessary legal barriers and align quality standards with hygiene and performance needs; (iv) scale regional recycling and composting to establish more alternatives to current waste management; and (v) use smart economic and demand-side levers (e.g., green lead markets and public procurement) to unlock viable circular pathways. Response to Towards a Circular, Regenerative and Competitive Bioeconomy

The European Tissue Industry is a recognised leader in innovation, constantly developing new and improved hygiene solutions that meet the evolving needs of European citizens and businesses. This focus ensures a steady flow of high-quality, efficient, and sustainable hygiene products. By producing essential products in Europe, we are contributing to both its economic resilience and the green transition. The European Tissue Industry champions biobased products and contributes to a robust circular bioeconomy, while playing a vital role in societal wellbeing. We develop processes and products with reduced reliance on fossil fuels. We urge a timely review of the EU Bioeconomy Strategy to make it truly circular. This strategy should: - Recognise the vital role of the tissue paper industry in a circular bioeconomy. - Leverage the industrys leadership in minimising waste through innovation in truly renewable, recyclable, and biodegradable tissue products. - Include measures to preserve water, save energy, and promote the conservation and restoration of biodiversity and natural resources. - Acknowledge the contribution of biobased products to the overall goal of climate neutrality, recognising 'renewability' as a sustainability parameter in all product policy legislation beyond the Ecodesign for Sustainable Products Regulation. - Finally, also recognizes the value of biobased tissue products obtained from sustainability sourced raw materials - have to maintain hygiene for private persons, in public and private settings. The European tissue industry plays a vital role in European well-being and contributes significantly to a sustainable future. We work in partnership with policymakers and stakeholders to build a healthier, more resilient, and sustainable future for all Europeans.
