Response to Citizens energy package – protecting and empowering consumers in the just transition

Young people are among those most exposed to energy poverty, yet they are often overlooked in energy policy. Many live in rented homes where they cannot influence efficiency upgrades or energy contracts, leaving them vulnerable to high bills and unfair rent increases after renovations. At the same time, they are digitally literate and eager to join energy communities or new sharing models, but financial and regulatory barriers prevent their full participation. The Citizens Energy Package should therefore recognise youth as a vulnerable group, strengthen tenant protections, and ensure bills and contracts are clear, transparent and youth-friendly. It should also provide targeted financial tools such as micro-loans and accessible subsidies, alongside one-stop advisory services that help young consumers navigate their options with confidence, as well overcome financial barriers to join energy communities. By embedding youth voices in governance and creating fair conditions for their participation, the Package can turn young people from passive bill-payers into active partners of the transition, while safeguarding their rights and ensuring that no generation is left behind.
