Response to Communication on fake news and online misinformation

The Communication misses several major points: 1) It completely misses the security-related factors, as as the fact that there is almost complete agreement among EU national intelligence agencies that the most active creator of disinformation is the Russian Federation. 2) In section "Key political texts on fake news" it misses the EP Fotyga Resolution from late 2016 which is the pillar report on this issue. It also misses the March 2015 EUCO conclusions which mandated the EEAS to look into "ongoing Russian disinformation campaigns". 3) Section "National initiatives known to the Commission" seems to be written by somebody who has very limited knowledge of this issue. For example, the Czech government centre on this issue has another name as is operational by January 2017. May other initiatives are already in place: www.europeanvalues.net/wp-content/uploads/2017/05/Overview-of-countermeasures-by-the-EU28-to-the-Kremlin’s-subversion-operations-1.pdf 4) The whole Communication keeps mixing up several issues - social media platforms, journalism, elections, and so on. For example, see how the issues can be divided in various response areas: kremlinwatch.eu/strategy 5) Generally speaking, the actions of the EC need to get exact framing - what are all of the problems related to disinformation and which of those are now being looked at by the EC. Otherwise it is an uncoordinated mess which interferes and overlaps with already on-going initiatives in many member states. Happy to elaborate further in person. I got information about the stakeholder conference, but because I did not get any details on the program until it was pretty late, I am not attending this time as our team has many other responsibilities on this issue in other parts of Europe.
