Response to Commission Recommendation and guidance on design elements of renewable energy auctions

Well-designed auctions can increase the acceptance of renewable energies. For this, the creation of regional value should be taken more into account. A qualitative auction criterion addressing this issue if designed properly can foster regional value chains and can lead to the creation of more jobs in the renewable sector in the EU. The criterion should follow the rules set out by the Commission in their European Wind Power action plan to be objective, transparent and non-discriminatory. Furthermore, the criterion should be designed in such a way that it stimulates competition and meets different fulfillment options. Citizen or renewable energy communities are a business model where citizens jointly own and participate in renewable energy or energy efficiency projects. They can also help supporting regional value chains and increasing the acceptance of renewable energies. However, oftentimes they lack the resources of a conventional business and are therefore not able to compete in auctions. The introduction of renewable auctions in Germany has shown that without any regulatory exceptions, citizen or renewable energy communities can hardly realize any projects. The German legislator later corrected their mistakes and freed citizen energy communities with wind projects up to 18 MW and solar projects up to 6 MW from mandatory participation in auctions. This should be a lesson learned for future auction designs in the EU to not discriminate against citizen or renewable energy communities. Furthermore, the EU should further advocate the establishment citizen or renewable energy communities through appropriate rules.

Response to Guidance to facilitate the designation of renewables acceleration areas

The EWS welcomes the provisions made in the revised Renewable Energy Directive for the designation of areas with accelerated permitting procedures. If adopted properly into national law, wind and solar projects in the member states can profit from significantly reduced approval times. This measure should be applied to other decarbonisation technologies. The decarbonisation of heat is one of the biggest challenges to face in reaching Net Zero. Heat networks play a crucial role in the success of the energy transition in the heating sector. The use of renewable heat sources on site and the local distribution of ecologically generated heat through local heat networks are particularly climate-friendly, make entire communities fit for the future and create regional value. Therefore, European law should further support the ramp-up of heat networks. In our opinion, areas with accelerated permitting procedures should also be applied to heat networks. This includes the entire network from the heating system over the distribution network up to the transfer stations delivering the heat into the connected buildings. We urge the Commission to take further steps into this direction.

Response to Revision of the EU’s electricity market design

Die EWS stehen für eine ökologische, dezentrale und bürgereigene Energieversorgung. Dafür braucht es das richtige Marktdesign, welches die Bürgerenergie in den Mittelpunkt des Strommarktdesigns rückt. Die EWS begrüßen die von der Europäischen Kommission vorgeschlagenen Änderungen der Energiebinnenmarkt-Richtlinie sowie Verordnung und der REMIT-Verordnung. Zur Verbesserung der Vorschläge empfehlen wir folgende Punkte: Keine weitere Förderung der Atomkraft; Flexibiliserung bei der Förderung neuer EE-Projekte per CfD; Vereinfachter Zugang zu PPA für kleinere Akteure über ein Bürgschaftsprogramm; Keine Ausweitung von Lieferantenpflichten; Verbesserungen bei den neuen Vorschlägen zum Energy Sharing.
