Faktograf - the Association for the Informed Public was established with the aim of promoting, developing and improving professional and ethical journalism in the public sphere, verifying facts and combating misinformation in the public sphere, checking the accuracy of claims made in the public sphere by digital media and social network users, ensuring the public's right to be informed about public policies, culture, social sciences, civil society, independence of the journalistic profession.

Response to Implementing Act on transparency reports under Regulation (EU) 2022/2065 (Digital Services Act)

Faktograf Association for the Informed Public is a non-profit association that publishes Faktograf.hr - an online media outlet specialised in fact-checking in Croatia. Faktograf is a verified member of the European Fact-Checking Standards Network and founding member of SEE Check - the network of 6 fact-checkers in South East Europe. Faktograf.hr is registered as an electronic publication with the Agency for Electronic Media in Croatia, and the publisher is registered in the Transparency Register under ID 521295644592-54. Faktograf is also a signatory of the Code of Practice on Disinformation and member of its permanent Taskforce. Faktograf is interested in public policies relevant for misinformation and disinformation, transparency and access to data and knowledge, good governance and democracy, as well as an enabling environment for viable journalism in the public interest. We agree with almost three quarters (72%) of the international research community pointing to the lack of access to platform data as the major barrier to improving our understanding of the global information environment(Expert Survey on the Global Information Environment 2023: Lessons for Technology Policy and Design from September 2023). Since Faktograf is focused on harmful content and especially disinformation, in particular in relation to crisis and elections and referenda, we are challenged daily to clearly understand the impact of fact-checking when used by VLOPs and VLOSEs. Furthermore, we wonder how to grow our knowledge on the most efficient and viable strategies against disinformation. Our suggestions are in the attached file.

Response to European Media Freedom Act

Faktograf welcomes this initiative for strengthening the free and pluralistic media system and the commitment to protect journalists and editorial independence within the European Union. Our comments on this Proposal (in the attachment) provide some insights and perspectives that call for additional clarifications in the text.
